Building Better Health – NHS LIFT Programme

NHS – LIFT (Local Improvement and Finance Trust) was a programme to refurbish and replace hundreds of family doctors’ premises through a unique 25 year public-private partnership initiative to redevelop primary health care facilities.

Simon Mann was Managing Director of Building Better Health, a joint venture with the William Pears Group, which was the private sector partner with eleven London Boroughs. The initial schemes totalled approximately £70 million in construction value.

Each LIFT project worked through a Joint Venture company (LIFTCo) established between the local NHS, Partnerships for Health, and the private sector. LIFTCo was responsible for planning, designing, constructing and maintaining new or replacement primary and community care facilities over a 20-25 year period, for which it was paid a “lease plus” payment by the NHS for the use of the new premises.

After the completion of the first two phases of the development programme, the business was successfully sold.
